Working Group on Disaster Risk Reduction

The WMO/ESCAP Panel on Tropical Cyclones (PTC) develops and reviews activities under three substantive components: meteorology, hydrology, and Disaster Risk Reduction (DRR), as well as in areas of training and research. During plenary sessions of PTC, the delegates/representatives of the Member countries also report to PTC on DRR component describing the situations on disaster mitigation and related disaster risk reduction and management activities of their respective countries in the past year and the future plans. In addition, the related activities of WMO, UNESCAP, ADRC and UN-ISDR are also discussed.

 Though not all the PTC Members are able to send their DRR experts as part of their respective national delegations attending the annual sessions of PTC, the participation of DRR experts in the annual sessions of PTC has always been urged and appreciated by the PTC in view of the importance of DRR for effective impact of the PTC activities.

The idea of establishing a working group aimed at facilitating exchange of experiences on disaster management among the PTC Members was first conceived during thirty-third session of PTC (Dhaka, Bangladesh, 31 January - 4 February, 2006). Bangladesh was appointed as chair of the working group and was requested for reporting to the next session on progress of work. Later next year, a Working Group on DPP (WG-DPP) was reestablish by PTC during its thirty-fourth session (Male, Maldives, 25 February- 1 March, 2007) and Thailand and Oman were invited to nominate Chair and Vice chair of WG-DPP respectively to establish a detailed work plan aiming at enhancing cooperation among the Members on DPP activities. The WG-DPP was reconstituted by the PTC during its thirty-fifth and thirty-sixth sessions held in Bahrain (5-9 May, 2008) and Oman (2-6 March, 2009) respectively. PTC-40 renamed WG-DPP as Working Group on Disaster Risk Reduction (WG-DRR) while the following DRR experts/official from PTC Member Thailand and Oman are the Chair and Vice Chair of WG-DRR.

The WG-DRR has a leading role in promoting the PTC activities in relation to DRR component of the Panelís Coordinated Technical Plan and take action to achieve strategic objectives thereof.

The PTC, in collaboration with Thailandís Department of Disaster Prevention and Preparedness (DDPM) and with support by ESCAP and WMO, successfully organized the following two meetings of WG-DPP/DRR in Thailand during 2009 and 2010.

  •  Workshop on Need Assessment of PTC Working Group on Disaster Prevention and Preparedness (WG-DPP) in Implementation of Coordinated Technical Plan (CTP), Bangkok, Thailand, 25-28 August, 2009.


  •  PTC Working Group on DPP (WG-DPP) Meeting to finalize the Annual Operating Plan (AOP) 2010 and Training on Preparation Disaster Management Drills and Observance of DDPM's National Crisis Management Drill 2010 (C-MEX 10), Thailand, 18-20 August, 2010

The WG-DRR established its frame work/ terms of reference (TOR) in 2009 during its first meeting/workshop (Bangkok, Thailand, 25-28 August, 2009) which was attended by the experts from PTC Member countries and representatives of UNESCAP, WMO, UN-ISDR and ADPC.  The revised TOR of WG-DRR can be downloaded from here: TOR of PTC Working Group on DRR

The following is the list of DRR focal points/experts for WG-DRR. The list has been prepared and updated in 2013 in order to make the WG-DRR more effective and functional in relation to DRR activities in the PTC region and to achieve the strategic objectives of DRR component of Panelís Coordinated Technical Plan.
